Queensland is currently delivering the largest infrastructure program in its history with $17 billion being spent across the state in 2008-2009. To assist agencies deliver program and projects on time, budget and quality constraints, the Queensland Government is progressing the implementation the internationally recognised OCG Gateway™ Process (Gateway). Gateway was originally developed by the United Kingdom’s Office of Government Commerce (OCG) in 2001 and its success in the UK has since seen it applied by Commonwealth, New Zealand, Victorian, New South Wales and Western Australia Governments and Brisbane City Council. Gateway consists of a series of short, intensive reviews (called ‘Gates’) of a program or project at six key decision points in their lifecycle by a team of independent reviewers. Gateway methodology is flexible and can be used for all program and projects types, including service delivery, property/construction, Information and Communication Technology (ICT) enabled business change and policy initiatives. The reviews are undertaken on behalf of the Project Owner and aims to help ensure their investment is well spent, meets strategic objectives and achieves value-for-money outcomes. The Department of Infrastructure and Planning is responsible for the Gateway function, with a current focus on high risk infrastructure projects.
