A priority infrastructure plan (PIP) is the key tool in a planning scheme for integrating land use planning and infrastructure planning. PIPs assist in planning infrastructure in a coordinated, efficient and orderly way that encourages urban growth in areas where adequate infrastructure exists or can be provided efficiently. This ensures all new development is supplied with essential infrastructure such as water supply, sewerage, stormwater, roads and public parks. PIPs prepared by local governments ensure this essential infrastructure is planned, charged for and delivered to support the Queensland Government's vision for the future - Towards Q2 Tomorrow's Queensland - by making sure infrastructure is planned, funded and provides for anticipated growth. Priority infrastructure planning and infrastructure charges schedules guideline and PIP templatesThe Statutory Guideline 1/09–Priority infrastructure plans and infrastructure charges schedules has been prepared in accordance with the Sustainable Planning Act 2009 (SPA 2009) and outlines how to prepare a PIP and an infrastructure charges schedule (ICS). Local government infrastructure funding optionsA PIP also provides a firm and transparent basis for critical local government decisions about infrastructure funding, including the calculation of any infrastructure charges. However, there is no requirement on a local government to levy infrastructure charges on development through its PIP. Queensland Competition Authority to review infrastructure chargesIt’s important that Queenslanders paying their fair share for new development can count on a robust and accountable system for funding infrastructure in their community. The department and other state agencies review local government priority infrastructure plans to make sure that the planning of this infrastructure is rigorous. The Queensland Competition Authority reviews local government infrastructure charges to make sure they are consistent with the Sustainable Planning Act 2009 guidelines for infrastructure charging. Gold Coast City Council water and wastewaterThe State interest review of the Gold Coast City Council Priority Infrastructure Plan and Infrastructure Charges Schedules for water and wastewater, to ensure there are no adverse effects on State interests, has now been finalised. Infrastructure charging appeal rightsInfrastructure charging appeal rights have been amended to allow errors in calculation of the charge to be challenged in the effective and low-cost forum of the Building and Development Dispute Resolution Committees.
