Triggers

Referral coordination is triggered when an application involves:

  • three or more concurrence agencies
  • a prescribed facility or area (schedules 7 and 8 of the Integrated Planning Regulation 1998)
  • a section 3.1.6 preliminary approval for all or part of the application.

Referral coordination:

  • applies equally for applications requiring code or impact assessment
  • does not change a code assessable application to impact assessable
  • applies regardless of whether the applicant is seeking preliminary approval or a development permit.

An application for preliminary approval triggering referral coordination does not exempt the subsequent application for development permit from the referral coordination process. Special provisions apply for section 3.1.6 preliminary approvals.

Completing the application form

In completing the IDAS Application Form, the applicant is required to complete the IDAS Assesment Checklist. This checklist prompts the applicant to identify, prior to lodging the application, whether the application triggers referral coordination. If an acknowledgement notice is required, the assessment manager will rely on the accuracy of the IDAS checklist information.

Acknowledgment notice

If referral coordination is triggered, the applicant will receive an acknowledgment notice from the assessment manager, stating that referral coordination is triggered for the application.

The acknowledgment notice will state that referal coordionation is not triggered if referral coordination would have been triggered because the development is prescribed under a regulation and the assessment manager has determined that the proposal would be unlikely to have significant effects on the environment.
