through Smart eDA
Smart electronic Development Assessment (Smart eDA) is an online service that helps streamline the development assessment process in Queensland. It transforms the current Integrated Development Assessment (IDAS) process into an intuitive internet-based process.
Smart eDA assists applicants to:
- prepare a development application, including identifying any applicable referral agencies
- lodge development applications online(in some local government area)
- track the progress of an application.
Smart eDA support communication between stakeholders including applicants, assessment managers and referral agencies.
Building and development applications
Currently, Smart eDA can be used to prepare building development applications for manual lodgement.
State assessment requirements
Smart eDA integrates state assessment maps based on the property details entered for an application. These maps are sourced from a number of government agencies including the Environmental Protection Agency.
For example, a site located within a koala conservation area would be identified by Smart eDA.
The IDAS Assessment Checklist is available in an interview format through Smart eDA. Based on the information entered, recommendations are provided about the IDAS forms relevant to the application as well as any required referrals.
Integrating with local government and state agency systems
Smart eDA allows for easy integration with the development assessment systems used by local government and state agencies.
You can use Smart eDA to lodge a development application to Redland City Council if Redland City Council is the assessment manager. Other councils will be progressively connecting to Smart eDA.

Statistics
Currently, information about development activity in Queensland is distributed across numerous government agencies which can make access difficult. Smart eDA will provide a single view of development activity across the state. This information will be used to manage the development assessment process and keep Queenslanders informed.
Signing application forms
There is no requirement for applicants to physically sign a development application. Land owner's consent is required for:
- material change of use
- reconfiguring a lot
- certain operational work applications.
For these types of development applications, land owner's consent can be attached to the development application either in hardcopy or electronic format (upload through Smart eDA). A template for land owner’s consent is available.
