The draft Port of Gladstone Western Basin Master Plan ( As part of the recent machinery of government changes, the LNG Industry Unit, which has responsibility for finalising the master plan has been transferred to the Department of Employment, Economic Development and Innovation (DEEDI). The master plan however remains the property of the Coordinator-General under the State Development and Public Works Organisation Act 1971 (SDPWO Act). The draft master plan strategically identifies current and future land and marine uses, infrastructure development (including pipeline corridors, transport networks and potential bridge access to Curtis Island), as well as port activities, common-user channels, dredging and disposal options over the next 30 years to 2039. The plan also examines conservation areas and the potential for environmental areas to be set aside as part of the required mitigation measures. With numerous LNG proposals hoping to establish operations in Gladstone, it has become important for the government to establish how LNG operations may affect existing businesses, the community and the environment and then all future developments. The master plan provides a framework for the development of the Western Basin and a basis for the consistent assessment of the cumulative impacts of the LNG industry and other proposals. This will ensure the Western Basin is developed in the most efficient manner possible. The draft master plan however does not seek to assess the social or environmental impacts of individual projects. These assessments are undertaken separately through the environmental impact statement process, each project is required to complete under the SDPWO Act. Note: The department has been informed that Table.1, page 18 of the master plan contains an error. The reference to Arrow Energy proposing to develop a LNG project is incorrect. Arrow Energy in fact will be supplying the LNG Limited and Shell projects with coal seam gas. On 24 August 2009 the Coordinator-General called for public comment on the draft master plan. The submission period closed on Friday 4 September 2009.
