Planning scheme template 1
Scheme template 1 is based on the scheme provisions being organised into zones and overlays. It is designed for local government areas where the range and complexity of planning scheme matters can generally be dealt with in a single land use allocation layer. This is the case for many rural-based local government areas with low populations concentrated in a number of small towns.
Planning scheme template 2
In scheme template 2 the overlays are the same as for template 1, but the land use allocation provisions are organised into 2 layers - zones and localities. The locality layer provides a context for the layer of more specialised zones, and together they may accommodate complex land use patterns and infrastructure provision. Scheme template 2 is appropriate for local government areas characterised by finely tuned zoning and a multi-level hierarchy of different land uses and infrastructure.
