General referees

Tribunals are formed from a pool of 66 appointed general referees on a 'when and as required basis'. A tribunal contains a minimum of one and a maximum of five referees.

Referees all possess the skills, knowledge, experience and qualifications required to adequately discharge the functions of a general referee in determining an appeal. The minister may appoint a person to be a general referee for a term no longer than three years and a referee may be reappointed.
